The newborn still has his umbilical cord when he was found by a concerned netizen

"Isang Bagong Silang Na Sanggol Nakalagay Sa Loob Ng Isang Plastik Bag Natagpuan Sa Damuhan!! Buti Na Lang Po Meron Nakakita Sa Sanggol Na Ito Sa Mabuting Na Po Siyang Kamay Ngayon At Ligtas Na Po Yung Sanggol!!" Vargas said on his Facebook post.
